Speed of everything is a wonderful thing.
What specs would be the better than average desktop before getting into the very expensive regions?
GHZ, RAM, STORAGE
Is there anything else I should look out for?

You need 500GB or more of storage for pictures, files etc. 4GB RAM on Windows 7 64bit should make it use all RAM and also be future-proof. 2.9 GHz or better dual core should be fast enough but 2.5GHz quadcore would be more future proof. Nvidia or ATI integrated graphics are better but you may also get Intel integrated graphics and do the graphics upgrade later if gaming becomes a bit more interesting. It is just as simple as adding a dedicated graphics card. Then get a 20” or larger screen so that you can view a lot more pictures simultaneously.
